Procurement of Uniforms for Special Students for Financial Year 2026-27

The Govt. Special Education Centre Sher Shah Town Multan invites online bids through E-PADS for the procurement of uniform items and shoes for Winter & Summer Seasons for approximately 115 enrolled special students (01 Kit for winter & 02 for summer). This tender is specifically for the financial year 2026-27 and aims to supply quality uniforms and shoes to meet the needs of special students in Multan. Items being procured: - Boys KIT (Winter & Summer) - Girls KIT (Winter & Summer) - School Shoes (Black Color Boys – BATA/SERVIS) (Winter & Summer) - Jersey (Winter Season) The procurement includes winter and summer kits for boys and girls, school shoes in black color from brands BATA or SERVIS, and jerseys for the winter season. The contract will be awarded to the bidder offering the lowest total rate for all four lots combined. All procurement shall be governed under the Punjab Procurement Rules, 2014. Bidders must upload bid security/earnest money @ 5% of PKR 1,800,000 in the form of CDR in favor of the Headmistress, Govt. Special Education Centre Sher Shah Town Multan, in PDF format on E-PADS along with the Technical Proposal. Tender forms must be uploaded on E-PADS by 18-08-2026, 10:30 AM. Technical bids will be opened on 05-09-2026 at 11:00 AM, followed by financial bids evaluation. All quoted rates must be inclusive of all applicable taxes. Eligibility criteria include registration with Income Tax, Sales Tax, and E-PADS, submission of mandatory documents such as attested CNIC copy, GST certificate, Income Tax Registration/Active Taxpayer proof, and compliance with PPRA rules. The uniforms supplied will be subject to testing at National Textile University Faisalabad (NTRC) or any other recognized government/autonomous lab at the bidder's cost. A practical tip for bidders: Ensure samples of items/uniforms are presented at the time of technical bid opening for assessment of fabric quality, stitching standards, and color matching to avoid disqualification. Also, take note that no extra time will be provided for supply and measurements must be taken within 10 working days after the grievance period.
