Procurement of Uniforms for Special Students for Financial Year 2026-27

The Government Shadab Training Institute for Mentally Challenged Children Multan invites online bids through E-PADS for the procurement of uniform items for Winter and Summer for approximately 153 enrolled special students. This procurement is specifically for the financial year 2026-27 and aims to supply quality uniforms to support the special students in their educational environment. Items being procured: - Uniform Kit for Boys and Girls (Summer & Winter) - Jersey for Boys and Girls (Winter Season) - Shoes for Boys and Girls The procurement will be governed under the Punjab Procurement Rules, 2014. Bidders must submit a Bid Security/Earnest Money of 3% of the estimated cost amounting to PKR 1,800,000 in the form of CDR in favor of the Principal, Government Shadab Training Institute for Mentally Challenged Children Multan. The bid security must be uploaded in PDF format on E-PADS along with the Technical Proposal and also submitted in original before the opening of the Technical Bids. The bidding process will follow the Single Stage – Two Envelope Procedure, with evaluation based on the total quoted amount. Technical bids must be uploaded on E-PADS by 07-09-2026 at 10:30 AM, with the opening scheduled at 11:00 AM on the same day in the presence of the Purchase Committee and authorized representatives of bidding firms. Financial bids of technically qualified firms will be opened after the grievance period. All quoted rates must be inclusive of all applicable taxes. The uniforms supplied by the successful bidder will be subject to testing at National Textile University Faisalabad (NTRC) or any other recognized government/autonomous lab, with testing costs borne by the bidder. Mandatory documents include attested CNIC copy of owner, GST certificate, and Income Tax Registration/Active Taxpayer proof. The successful bidder must furnish a Performance Guarantee of 5% of the contract value prior to issuance of the supply order. The bidder must supply uniform items during office hours, bearing all transportation and delivery charges. Students' measurements must be taken within 10 working days after the grievance period, and supply must be completed within 30 days of issuance of the supply order. An affidavit on Rs. 100/- E-Stamp Paper confirming the firm is neither blacklisted nor involved in litigation must be submitted. Proof of Sales Tax and Income Tax returns for FY 2025-2026 is mandatory. A practical tip for bidders is to ensure all samples of items/uniforms are presented at the time of Technical Bid opening for assessment of fabric quality, stitching standards, and color matching. This will help avoid disqualification and ensure compliance with technical specifications.
