Procurement of Uninterruptible Power Supply (UPS) 120 KVA for SIDH&RC at Dow University of Health Sciences, Karachi

Dow University of Health Sciences, Karachi (DUHS) invites electronic bids through the E-Pak Acquisition and Disposal System (EPADS) for the procurement of a 120 KVA Uninterruptible Power Supply (UPS) system for the Sindh Infectious Diseases Hospital & Research Center (SIDH&RC) at DUHS, Karachi. This procurement is part of the Emerging Infectious Diseases Research Lab (BSL-III) project. The bidding procedure follows the Single Stage – One Envelope method under Rule 46(1) of the Sindh Public Procurement Rules 2010. Bidders must be registered on the EPADS portal and submit their bids electronically by 16 September 2026 at 11:00 Hrs. The original tender fee and bid security must be delivered physically to the procuring agency before the deadline. Items being procured: - 120 KVA three phase input and output pure sine wave UPS with modular design and high efficiency - External maintenance-free valve regulated lead acid batteries for at least 15 minutes backup at full load - Battery breaker box with DC breaker 400-600A, 800VDC, shunt trip and protections - Heavy-duty battery racks made of MS girders with powder coating - Single core 120mm2 flexible DC cables for battery connections - Copper cables 4Cx150mm2 and 4Cx50mm2 for UPS incoming and outgoing connections - Various copper cables in PVC conduits for connections - Bare copper conductor 2x70 sq.mm for earth rods and test points - Distribution Board (DB:01) wall mounted with MCCB breakers, changeover switch, energy meter, and accessories The UPS must support common battery banks, have a nominal input voltage of 380-415V, frequency 50/60 Hz, power factor >0.99, pure sine wave output, and high overall efficiency of 94.5% at full load. The battery system should have a design life of 10 years or more. A comprehensive 3-year warranty covering service, spare parts, and labor with a 98% uptime guarantee is mandatory. After warranty, an annual maintenance contract with 95% uptime must be offered until the 10th year. Installation, configuration, and maintenance services for 3 years are included at no extra cost. The country of origin for the UPS manufacturer should be USA, EU, Japan, UK, or equivalent, with acceptable alternatives having proven installations in Pakistan. Eligibility criteria include registration on FBR/SRB Active Taxpayer List, valid manufacturer authorization, minimum 5 years experience in similar UPS supply and installation, technical strength with OEM trained personnel, and financial turnover of at least PKR 40 million over the last 3 years. Bidders must submit all mandatory documents and bid security as per the bidding documents. Bids will be opened on 16 September 2026 at 11:30 Hrs at the Sindh Infectious Disease Hospital & Research Center, Karachi. The procuring agency reserves the right to accept or reject any or all bids.
