Tender Description
The Military Engineer Services (MES) invites applications for pre-qualification of firms, contractors, and consultants for the provision and construction of certain residential and non-residential buildings, services, and facilities. This tender covers multiple locations including Kamra, Taxila, Rawalpindi, Chaklala, Islamabad, Lahore, Sialkot, Muzaffarabad, Swat, Karachi, Shah Bandar, Sujawal, Jewani, Pasni, Ormara, Turbat, and Gwadar. Items being procured:
- Provision and construction of residential buildings
- Provision and construction of non-residential buildings
- Related services and facilities at the listed locations
The technical scope includes construction, electrical, mechanical, and plumbing works/services. Firms must provide details of completed projects including work orders, locations, and pictures along with satisfactory completion certificates. Eligibility requires firms to be registered with PEC in the relevant field, preferably enlisted with MES in Category A, or otherwise provide 2% refundable bid security. Firms must be enlisted with PEC Category C-2 or above with validity up to June 2027. Additionally, firms must submit personnel lists, bank statements, NTN certificates, and income tax returns for the last three years. No outstanding DI&E recoveries or special reports should exist.
The tender documents will be issued to pre-qualified firms and must be received at the Engineer-in-Chief's Branch, GHQ Rawalpindi by 17 August 2026 at 11:30 hours. The opening will be on the same day at 12:00 hours. Incomplete applications will not be entertained.
