Tender Description
The Higher Education Commission (HEC) Islamabad invites applications for prequalification of suppliers for the provision of Furniture Items and related Repair & Maintenance Services through a Framework Agreement for the financial year 2026-27. This procurement is specifically for suppliers based in Islamabad/Rawalpindi who are registered with the Income Tax and Sales Tax Departments and are on the Active Taxpayers List (ATL) of the Federal Board of Revenue (FBR) with operative GST status. The procurement will be conducted under PPRA Rules 15, 16, and 36(a) using a Single Stage Single Envelope procedure.

- Repair & Maintenance Services related to furniture
The scope includes supply and delivery of furniture items as per specifications defined in the purchasing documents, with delivery to be completed within 30 days of purchase order receipt at HEC premises. Items without specifications must conform to approved samples. Branded items must be supplied as per approved brands unless manufacturer changes or unavailability occur, in which case prior written approval from HEC is required. The supplier is responsible for safe transportation and packaging to prevent damage.
Eligibility criteria include valid NTN, Sales Tax Registration Number, ATP listing, and an established setup in Islamabad/Rawalpindi. Suppliers must not be blacklisted or involved in litigation and must provide an affidavit confirming these conditions. PEC category is not specified but suppliers must demonstrate relevant experience and financial capability with minimum average annual turnover of Rs. 0.5 million. The prequalification period is three years (2026-2029).
Applications must be submitted to Deputy Director (Services), Higher Education Commission, Sector H-9, Islamabad by 28th July 2026 at 1330 hrs. Late or incomplete applications will be rejected. The submission must be sealed and marked confidential. The technical bid must be complete and signed with no alterations. Performance Guarantee of Rs. 200,000/- will be required upon contract signing.
A practical tip for bidders: Ensure all documents including NTN, STRN, ATP status, and affidavit on non-judicial stamp paper are complete and accurate. Any discrepancies or missing information can lead to disqualification. Also, strictly adhere to the delivery timelines and quality standards to avoid penalties or blacklisting.
