Tender Description
The Pakistan Airports Authority (PAA) Lahore is procuring comprehensive horticulture services for Allama Iqbal International Airport (AIIAP). This contract covers a wide range of horticultural maintenance and development works across both landside and airside areas of the airport, including terminal buildings, green belts, nurseries, and operational zones. The scope includes plantation, propagation, irrigation, pruning, spraying of pesticides and fertilizers, wild growth removal, and upkeep of lawns and green areas. The service provider is responsible for providing all necessary manpower, tools, plants, machinery, and vehicles to ensure smooth and continuous horticultural operations.
The technical scope demands skilled and semi-skilled manpower deployment, including horticulture managers, site in-charges, machine operators, and malis, with specified minimum salaries and qualifications. The service provider must maintain service standards as per PAA regulations and international best practices, ensuring timely response to critical, urgent, and scheduled horticulture works. The contract also requires strict adherence to safety, health, and environmental standards as outlined in the HSE manual, including proper waste disposal and use of personal protective equipment.
Eligibility criteria include a minimum of three years relevant experience, PEC registration with specialization CE-10, valid FBR/ATL registration, and compliance with labor laws including EOBI and social security. Firms must submit audited financial statements and demonstrate financial stability. The contract period is two years, extendable by six months subject to performance.
Key dates include bid submission through the EPADS portal by 1100 hours on the specified closing date in 2026. Bidders must submit separate technical and financial proposals, including earnest money of Rs. 3,000,000. The original bid security and hard copies must be delivered to the COO/Airport Manager office before the deadline. The evaluation will be based on technical qualification followed by financial bids opening of technically qualified firms.
A practical tip for bidders is to conduct a thorough site visit prior to bidding to fully understand the scope and scale of horticulture works required. This will help in accurate resource planning and cost estimation, ensuring compliance with PAA's stringent service standards and timely delivery of services.
