Provision of Medicines, Surgical Disposables, Laboratory and Diagnostic Services for Sehat Sahulat Program

DHQ Teaching Hospital Khyber Pakhtunkhwa Kohat is inviting e-bids through the E-Pak Acquisition and Disposal System (E-PADS) from firms, vendors, and suppliers registered with Income Tax and Sales Tax Departments. Bidders must have a valid Drug Sale License under Khyber Pakhtunkhwa Drug Sales Rules 1982 (amended 2017) for the provision of medicines, surgical disposables, and other items, along with laboratory and diagnostic services including CT and MRI scans for Sehat Sahulat Program patients during the fiscal year 2026-2027. Items being procured: - Medicines - Surgical disposables - Other items - Laboratory services - Diagnostic services (CT and MRI) The procurement will be conducted under a Single Stage Two Envelopes procedure (Technical and Financial) as per Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA) Rules 2014. The scope includes supply of medical consumables and diagnostic services at DHQ Teaching Hospital Kohat. Bidders must ensure compliance with all technical specifications and submit a bid security of Rs. 700,000 in the form of a Call Deposit Receipt (CDR) along with their bids. Eligibility criteria include valid registration with KPPRA, FBR, and Khyber Pakhtunkhwa Revenue Authority (KPRA) for works/services. Firms must be registered with Income Tax and Sales Tax Departments and hold a valid Drug Sale License. Experience in supplying similar medical and diagnostic services is essential. The pre-bid meeting is scheduled for 2026-07-14 at 11:00 am in the conference room of DHO Teaching Hospital KDA Kohat. Bids must be submitted electronically via E-PADS by 2026-07-29 at 11:00 am. Manual bids will not be accepted. The financial bids will be opened on the same day at 11:30 am. Scanned copies of all documents must be uploaded on E-PADS, while the original bid security must be submitted to the Medical Superintendent's office before the closing time. The approved rates will remain valid until 2027-06-30 under KPPRA Rule 31(A) for framework contracts. Bidders are advised to offer their highest possible discount on Maximum Retail Price (MRP) for medicines and standard market rates for diagnostic services.
