Provision of 16 Security Guards for NHA Sindh-South Regional Office and Attached Locations

The National Highway Authority (NHA) Sindh-South Region is procuring the provision of 16 security guards for its Regional Office in Karachi and attached offices located at Askari-IV Karachi, NHA Complex Jamshoro Hyderabad, NHA Complex Mirpurkhas at Umerkot, and NHA Laboratory at Hatri Police Station Hyderabad. This contract is for a period of two years with a possible extension of one year based on mutual consent and satisfactory performance. The guards are preferably ex-service armed personnel, with a monthly wage of PKR 40,000 plus a 10% annual increase as per Government of Pakistan wage policy. The procurement follows the Single Stage-Two Envelopes method requiring separate technical and financial bids. Interested companies must be registered with NTN/GST and have relevant experience in providing security services. Additionally, companies must hold a valid NOC from the Ministry of Interior and Home Departments of all provinces including Azad Jammu & Kashmir and Gilgit Baltistan. Blacklisted or terminated companies by the Government of Pakistan or NHA are not eligible. Bidding documents can be purchased for PKR 2,000 via bank draft or pay order in favor of NHA Karachi or downloaded from the NHA website, with the fee attached to the bid submission. Bids must be submitted in sealed envelopes by 5th May 2026 at 1200 hours at the NHA Complex Karachi. Technical bids will be opened on 11th May 2026 at 1230 hours in the presence of bidders' representatives. Financial bids of only technically qualified bidders will be opened later. A pay order of PKR 75,000 must accompany the technical bid as earnest money. Companies are advised to register on the e-procurement system (EPADS) as manual bids will be phased out soon.
