Tender Description
The Pakistan Reinsurance Company Limited (PAKRE) (Ministry of Commerce) invites bids for the Punjab Mass Transit Authority Property Damage/ MBD & Terrorism Reinsurance Coverage 2026. This procurement is for non-consultancy services related to reinsurance coverage for the Punjab Mass Transit Authority's property damage and terrorism risks for the financial year 2026-27. The bidding process will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using a Single Stage-Two Envelope procedure with Least Cost Based Selection (LCBS) technique. The scope includes comprehensive reinsurance coverage with specified deductibles for earthquake, tsunami, storms, floods, landslides, collapses, breakage of glass, and other risks. The sum insured/loss value is USD 1,253,153,459.90 (PKR 352,512,068,270). The lead reinsurer must have a minimum rating of 'A' by S&P, AM Best, Moody's, or Fitch, with a lead share between 15% and 25%. The bidder must be an international (re)insurance broker with an annual premium placement volume of at least USD 500 million and comply with all applicable laws and professional standards in Pakistan.
Eligibility requires no blacklisting, valid professional indemnity policies, and compliance with all bidding document requirements. Bids must be firm quotes valid for 45 days from bid opening. Bid security must be submitted as Pay Order or Bank Guarantee. The deadline for bid submission is Friday, September 25, 2026, at 11:00 AM, with bid opening at 11:30 AM the same day via EPADS. Manual submissions are not accepted.
