Tender Description
The Islamabad Capital Territory Police is procuring Armored Personnel Carriers (APCs) for the financial year 2025-26. This procurement is specifically for the Islamabad region and aims to enhance the operational capabilities of the police force with state-of-the-art armored vehicles.
The technical scope includes supply of ballistic steel armored capsules with specifications such as seating capacity for six personnel, heavy duty military grade suspension, power assisted steering, and protection level CEN 1063 BR6 against 7.62 MM NATO BALL rounds. The APCs feature bulletproof glasses, traversing gun mounts, air conditioning with heating and cooling, and additional safety equipment including fire extinguishers, first aid boxes, public address systems, and search lights. The vehicles are equipped with 360-degree cameras, armored fuel tanks, reinforced door hinges, upgraded brakes and suspension, and a maximum speed of 120 km/hr. Dimensions and weight details are also specified to ensure compliance with operational requirements.
Eligible bidders must have valid NTN and GST (STRN) registration in Pakistan and must be on the Active Taxpayers List of the Federal Board of Revenue. Firms should maintain a bank account in a scheduled bank with a fresh solvency certificate. Government-owned enterprises may participate if legally and financially autonomous. Bidders must not be blacklisted by any government or public sector organization. Preference is given to vendors with prior experience working with Defence or Civil Armed Forces and those with operational setups across Pakistan, especially Islamabad. Submission of NOCs and relevant experience documents is mandatory.
The tender documents are free of cost. The submission deadline is 11 June 2026 at 11:00 am, with technical bids to be submitted online via PPRA (EPADs). The technical bid will be opened in the presence of bidders' representatives, followed by financial bid opening for technically qualified firms. The lowest financial bid inclusive of taxes will be awarded.
A practical tip for bidders is to ensure complete and precise technical specifications are provided along with samples if possible, as non-conformance to technical requirements will lead to rejection. Early preparation of the Earnest Money and CDR in line with tender requirements will facilitate smooth participation.
