Tender Document
Tender Description
The Federal Government Polyclinic Islamabad (FGPC-PGMI) is procuring electro-medical equipment specifically for the Diabetic and Endocrine Department under the PSDP project titled Strengthening and Up-Gradation of Cardiology and other Departments for the financial years 2025-26 and 2026-27. This procurement is based in Islamabad and involves a comprehensive range of advanced medical devices including Ankle Brachial Index probes, hybrid autoclaves, Dexa Scan machines, CAD/CAM systems for diabetic orthotics, ophthalmoscopes, patient examination couches, Doppler-enabled ultrasound machines, optical coherence tomography with angiography, stadiometers, vital sign monitors, and Hertel exophthalmometers.
The technical scope covers high precision and quality certified equipment with warranties of three years including spare parts and planned preventive maintenance. The equipment must comply with international standards such as FDA 510K, CE, MHLW, or ISO13485 for local instruments. Installation, testing, commissioning, and after-sales services including periodic maintenance during the warranty period are mandatory. The supplier must have a local office and workshop in Islamabad or Rawalpindi and provide training to end users for at least six weeks post-installation.
Eligibility criteria require bidders to have PEC registered biomedical engineers, FBR/ATL registration, and a minimum of three years' experience supplying electro-medical equipment to public sector or tertiary care hospitals. Financial capability and past performance certificates are also required. The bid submission deadline is Friday, June 26, 2026, at 09:00 AM, with bids to be submitted electronically via EPADS v2.0. Manual submissions will not be entertained. The bid security must be submitted physically before the deadline.
A practical tip for bidders is to ensure complete and compliant documentation including technical brochures, quality certifications, and authorization letters to avoid disqualification. Early registration on EPADS v2.0 and adherence to the fixed price policy will enhance chances of success. The department emphasizes strict compliance with all terms and conditions and encourages bidders to prepare their technical and financial bids carefully to meet the Least Cost Based Selection criteria.
