Purchase of Manageable Layer-2 Switches

The National Database and Registration Authority (NADRA), under the Ministry of Interior and Narcotics Control, Islamabad, invites electronic bids from eligible bidders registered with Income Tax and Sales Tax and listed on the Active Tax Payers List (ATL) of the FBR. This procurement is for the purchase of manageable Layer-2 switches to enhance network infrastructure at NADRA Headquarters. Items being procured: - Branch Level Manageable Layer-2 Switches with 5 Years Warranty and Support (237 units) - Branch Level Manageable Layer-2 POE + Switches with 5 Years Warranty and Support (30 units) - Centralized Management Software for Managing/Logging/Reporting for provided switches along with perpetual licenses (267 units) The technical scope includes supply of high-quality Layer-2 switches with extended warranty and support, along with centralized management software to ensure efficient network monitoring and reporting. The equipment will be deployed at branch levels, requiring robust performance and reliability. Bidders must ensure compliance with technical specifications and provide perpetual licenses for the management software. Eligibility criteria include valid registration with FBR, NTN certificate, Sales Tax registration, and active ATL status. Vendors must submit a bid security in the form of Bank Draft, Pay Order, or Bank Guarantee. The procurement will follow the Public Procurement Rules 2004, using the Single Stage-Two Envelope method and Least Cost Based Selection (LCBS) for evaluation. The pre-bid meeting is scheduled for 2026-08-12 at 11:00 AM at the Procurement Department, HQ NADRA, G-5/2, Islamabad. The last date for bid submission is Thursday, 2026-08-20 at 11:00 AM via the EPADS v2.0 system. Bids will be opened the same day at 11:30 AM. Manual submissions will not be accepted.
