Purchase of RPC Manhole Cover Sets Manufactured with 100% Recycled Plastic Composite Material for WASA Lahore

Water and Sanitation Agency (WASA) Lahore invites bids from manufacturers, authorized dealers, or suppliers registered with Punjab e-Procurement System, FBR, and PRA with active NTN and PNTN for the purchase of RPC manhole cover sets manufactured with 100% recycled plastic composite material in black and grey color with WASA monogram engraved. Items being procured: - RPC Manhole Cover Sets manufactured with 100% recycled plastic composite material (black & grey color with WASA monogram engraved). The procurement will be conducted through Punjab e-procurement system of Punjab Procurement Regulatory Authority (PPRA). Bidding documents with detailed requirements, terms, and conditions are available on the Punjab e-procurement system website and PPRA website. The bidding procedure is Single Stage Two Envelope. Bids must be submitted on Punjab e-procurement system by 17-10-2026, not later than 11:00 AM. Technical bids will be opened the same day at 11:30 AM. A digital bid security/e-bid security of 3% of the estimated cost amounting to Rs. 1,465,560/- in favor of WASA Lahore is required and must be submitted on Punjab e-procurement system. Only technically responsive bidders will qualify for opening of financial bids. Financial bids of non-responsive bidders will remain unopened. Bids found corrupt, unreadable, or containing viruses will be rejected as per PPRA regulations. Bidders must upload PDF files on Punjab e-procurement system as per PPRA regulations. The procurement is governed under PPRA Rules-2014 and Punjab Procurement Regulations-2024. The procuring agency may reject all bids or proposals at any time prior to acceptance. Tendered rates and amounts should be filled in figures and words and signed as per tender document instructions. If the last date of bid submission falls on an official holiday, the next working day will be the deadline. Bids will be valid for 120 days. Bidders are advised to carefully follow the Punjab e-procurement system instructions and ensure timely submission of bids to avoid disqualification.
