Tender Description
The Collectorate of Customs Enforcement (Pakistan Customs) invites eligible bidders to participate in the procurement of uniform and protective clothing for the fiscal year 2026-27. This procurement is specifically for the supply of Customs Field Uniforms and Customs Service Uniforms to be delivered at Plot No. 24, Mauve Area, Sector G-9/1, Islamabad Capital Territory. Items being procured include:
- Customs Field Uniform: Camouflage shirt, camouflage trouser, black long Double-Molded Sole (DMS) shoes, black socks for DMS shoes, customs insignia, name tag, web belt with metal buckle having customs logo, polo caps/hats, winter jackets, printed polo shirts, Pakistan flag, set of three stars for inspectors (silver), set of three pips for superintendents (silver), formation badge E, customs badge, service badge, beret cap, Pakistan flag metal, Khanda number (each 250 units).
- Customs Service Uniform: Charcoal grey shirt, charcoal grey trouser, black colour Oxford pattern footwear, black socks up to calf length, plastic name plate, V-neck black jersey with leather patches on elbows and shoulders, customs insignia, web belt with metal buckle having customs logo, printed polo shirts, Pakistan flag, set of three stars for inspectors (silver), set of three pips for superintendents (silver), service badge, beret cap, Pakistan flag metal, formation badge E, customs badge (each 150 units).
The technical scope requires compliance with CUSTOMS GENERAL ORDER NO. 010F 2022 dated 11th March 2022, ensuring fabric quality, durability, and official color profiles. Bidders must demonstrate ownership or valid lease of a garment manufacturing facility with at least 10 sewing machine operators. Registration with FBR and other eligibility criteria apply. The procurement will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using a Single Stage-Two Envelope method with Least Cost Based Selection (LCBS).
Bids must be submitted electronically via EPADS v2.0 by Friday, September 4, 2026 at 03:30 PM. Original bid security in the form of Pay Order or Call Deposit must be physically submitted at the Collectorate office before the deadline. Technical bids will be opened on the same day at 04:00 PM. Manual bids will not be accepted. Interested bidders should register on EPADS v2.0 and refer to the detailed bidding documents available online. The Procuring Agency reserves the right to reject any or all bids. A practical tip for bidders is to ensure timely registration on EPADS and strict adherence to the bid submission instructions to avoid disqualification.
