Refurbishment and Upgrade of Chrome Plating Plant (16 Items) at Heavy Industries Taxila

Heavy Industries Taxila (HIT) invites sealed bids for the refurbishment and upgrade of the Chrome Plating Plant comprising 16 specific laboratory and testing items. This procurement is critical for maintaining and enhancing the quality control and chemical analysis capabilities at the Gun Factory, HIT Taxila Cantt, Punjab. Items being procured include: - Automatic Titration Equipment (Metrohm 888 Titrando, Mettler Toledo T9, Metrohm 877 Titrino plus, Hanna HI902C and related electrodes and consumables) - Portable Density Meter (Anton Paar DMA 35 with accessories and spare electrodes) - Laboratory Oven (Memmert, Binder, Thermo, Hanna or equivalent) - Fume Hood Cabinets (PVDF construction with anti-acid exhaust fans) - Water Distillation Units (Borosil, Duran, Pyrex or equivalent) - Desiccators - Electrical Balances (Ohaus, A&D, Adam Equipment, Shimadzu or equivalent) - pH Meters (Hanna, Ms Horiba, Norinco, Hach, Mettler Toledo or equivalent) - Analytical Balances (Mettler Toledo, Sartorius, Radwag, Kern or equivalent) - Hot Plates with Magnetic Stirrer (digital temperature and speed control) - Pipette Stands - Portable Electrical Conductivity Meters (Hanna or equivalent) - Free Chlorine/Chloride Testers - Bulb Type Glass Thermometers (Alcohol and Mercury types) - Lab Glass Hydrometers The technical scope includes supply of brand new, latest production year equipment with all OEM certificates, quality certifications, and technical manuals. Installation, commissioning, and onsite training for one month at HIT premises are required. Delivery period is 2 months after contract signing. Eligibility criteria include valid NTN, Sales Tax registration, audit reports for last 3 years, bank statements, CNIC of CEO/Director, and a judicial certificate of non-blacklisting. Earnest money of Rs 2000/- postal order must accompany the technical bid. Bids will be evaluated on a least cost basis with detailed performance and technical scoring as per HIT guidelines. Bidders must submit two sealed envelopes: Technical Proposal (with muted bid security) and Financial Proposal (with actual bid security).
