Tender Description
The Ministry of Energy (Petroleum Division) through the National Explosives and Petroleum Safety Agency (NEPSA) invites Expressions of Interest (EOIs) from reputable, experienced, and technically competent companies for registration as qualified blasting companies. This opportunity is specifically for companies engaged in commercial blasting operations, aiming to undertake safe and professionally managed blasting activities in accordance with the amended Explosive Rules, 2010 (amendment 2026).
Items being procured:
- Registration as qualified blasting companies for commercial blasting operations
The technical scope requires companies to comply with the amended Explosive Rules, 2010 (amended 2026), including having a qualified team with mining engineers and safety officers as per Schedules IX and XII. Companies must demonstrate lawful arrangements for storage and transportation of explosives, maintain appropriate Health, Safety, Security and Environment (HSSE) arrangements, and have a satisfactory safety/compliance record. Experience in blasting assignments related to mining, quarrying, infrastructure, tunneling, demolition, seismic operations, or other industrial applications is mandatory.
Eligibility criteria include being duly incorporated and legally operating in Pakistan, registered with the Federal Board of Revenue (FBR), and appearing on the Active Taxpayers List where applicable. Companies must have at least five years of demonstrable experience in commercial blasting operations and must not be blacklisted or declared ineligible by any government department or regulatory authority.
Interested companies must submit their EOIs complete with requisite supporting documents in a sealed envelope clearly mentioning "EOI – Registration of Qualified Blasting Companies".
