Tender Description
The Rural Development Department Hyderabad invites bids for the rehabilitation of a 3KM link road from Begu Kaka to Agro Rahu in Taluka Saeedabad, District Matiari. This project involves civil works on the road to improve connectivity and infrastructure in the region. The estimated cost for this work is **Rs. 58.138 Million**. The procurement will be conducted under the Single Stage Two Envelope procedure through the e-procurement system EPADS.

The technical scope includes comprehensive rehabilitation works on the link road, ensuring improved surface and durability suitable for local traffic. The site is located in Hyderabad region, and the project completion period is 20 months.
Eligibility criteria are strict and mandatory, including valid registration with Pakistan Engineering Council (PEC) in C5 category with specialization codes CE-01 & CE-10, NTN and Sindh Revenue Board certificates, minimum five years of relevant experience with at least 80% of estimated cost completed, and submission of audited financial statements for the last five years. Bid security of 5% of the estimated cost is required along with a non-refundable tender fee of Rs. 5000.
Bids must be submitted online through EPADS by **23-10-2026** before 10:00 AM. The technical bids will be opened the same day at 11:00 AM in the office of the Executive Engineer Rural Development Department Hyderabad at Old SRTC Office Premises Wahdat Colony Near Agriculture Complex Hyderabad. Only authorized representatives with proper documentation will be allowed to attend the bid opening.
A practical tip for bidders: Ensure all documents are paginated, signed, and stamped as required, and upload the undertaking on E-Stamp paper clearly indicating the name of work and technical bid amount. Failure to comply with these requirements may lead to disqualification.
