Construction of Civil Works and Residential Flats at 132KV Grid Stations in Faisalabad and Sargodha

Faisalabad Electric Supply Company Limited (FESCO) invites bids through E-PADS from contractors registered with Pakistan Engineering Council and renewed for the year 2026-27. The bidding follows a National Competitive Bidding (NCB) single stage single envelope procedure in accordance with PPRA Rules-2004 as amended. Items being procured: - Construction of Boundary Wall and Security Guard Room along with allied civil works at 132KV Grid Station Allama Iqbal Industrial City (AIIC-II) Faisalabad (Deposit Work) with BOQ cost Rs. 43.301 Million - Construction of 06 No. Category IV and 06 No. Category V Residential Flats along with allied civil works at 132KV Grid Station Sabzi Mandi Sargodha with BOQ cost Rs. 61.204 Million - Construction of 06 No. Category IV and 06 No. Category V Residential Flats along with allied civil works at 132KV Grid Station Tariqabad (Located at Abdullah Pur Colony Faisalabad) with BOQ cost Rs. 55.817 Million The technical scope includes civil construction works at high voltage grid stations involving boundary walls, security rooms, and residential flats. The projects require specialized PEC category C5 with specialization code CE-10. The bidders must have an annual turnover of at least half the amount mentioned for the last three years, supported by audited financial statements. Experience of at least two similar contracts completed successfully within the last ten years awarded by WAPDA, NTDC, or DISCOs is mandatory, with a consolidated value exceeding 40% of the estimated BOQ cost. Eligibility criteria include valid PEC registration for 2026-27, active tax payer list (ATL) status, FBR and Punjab Revenue Authority registration, and submission of income tax returns for the last three years. Bid security amounting to 5% of the BOQ cost must be submitted in favor of Project Director GSC FESCO Faisalabad via scheduled bank pay order or CDR, uploaded on E-PADS and physically submitted one day before bid opening. The bids will be opened at the office of Project Director GSC FESCO Faisalabad on 26 October 2026 at 11:30 AM and 1:30 PM respectively for each tender. The completion periods are 45 days for the first tender and 120 days for the other two. Tender documents must be signed and stamped, with rates filled in figures and words. FESCO reserves the right to reject any tender without justification as per Clause-33(1) of PPRA Rules-2004 amendment up to 2026.
