Tender Description
The Culture, Tourism and Archives Department, Government of Balochistan, facilitated by the Balochistan Public-Private Partnership Authority (BPPPA), invites bids for the rehabilitation, operation, maintenance and management of five public libraries under a Public-Private Partnership (PPP) for a concession period of 10 years on a Rehabilitate-Operate-Maintain-Transfer basis. The libraries involved are Kechi Baig Library (Faiz Abad), Sardar Attaullah Mengal Library (Sariab Road), Shaheed Ibrahim Library (Hazara Town) in Quetta, Pishin Public Library, and Muslim Bagh Public Library (Killa Saifullah). All five libraries form one single package.
Items being procured:

- Rehabilitation, operation, maintenance and management of Sardar Attaullah Mengal Library (Sariab Road)
- Rehabilitation, operation, maintenance and management of Shaheed Ibrahim Library (Hazara Town)
- Rehabilitation, operation, maintenance and management of Pishin Public Library

The project requires bidders to comply with technical requirements including financial soundness, experience of bidder, methodology and work plan, and key professionals. Bidders must be registered in Pakistan as a non-profit organization, company, trust or society, hold a valid National Tax Number (FBR), and be registered with the Balochistan Revenue Authority (BRA). No conflict of interest, blacklisting, or failed/abandoned contracts in the last five years are allowed. The procurement will be conducted through National Competitive Bidding using the Single Stage Two Envelope procedure as per BPPPA Rules 2026. Bidders must submit one bid covering all five libraries, including one original technical proposal, one original financial proposal, five hard copies of each, and one soft copy on USB.
Earnest money of PKR 1.5 Million is required in the form of bank guarantee, call deposit receipt, pay order or demand draft valid for 28 days beyond the 90-day bid validity period. Bids not prepared on prescribed formats may be rejected. The RFP document can be downloaded from the BPPPA website.
The bid submission deadline is 11:00 AM PST on November 19, 2026, with technical proposals opening at 11:30 AM PST the same day at the address below. Bidders should ensure timely submission and compliance with all requirements to avoid disqualification. The BPPPA office is located at A-49, Jinnah Town, Quetta.
A practical tip for bidders is to carefully prepare the technical proposal addressing all eligibility criteria and to ensure the earnest money instrument is valid and properly documented to avoid bid rejection.
