Tender Description

The Securities and Exchange Commission of Pakistan (SECP) in Islamabad invites bids for the renewal of an IT Infrastructure Monitoring Solution license covering 1000 sensors. This procurement falls under the IT Software & Licenses category and is aimed at ensuring continued monitoring and management of the Commission's IT infrastructure. The scope includes renewal and enhancement of the existing monitoring solution license for either one or three years. The solution must be free from unauthorized access risks and backdoors, with a minimum of three years of vendor experience. The vendor must provide comprehensive onsite support throughout the subscription period, including during enhancement and deployment phases. The solution must also support an increase in sensor footprint from 500 to 1000. Bidders must be registered with the Federal Board of Revenue and appear on the Active Taxpayers List for the financial year 2025-26. PEC category compliance is not applicable, but bidders must submit a notarized affidavit confirming no blacklisting or involvement in financial crimes. The bid security is Rs. 50,000 in the form of a banker's cheque or pay order. The procurement follows the Single Stage One Envelope procedure and bids must be submitted exclusively through the e-Pak Acquisition & Disposal System (EPADS). The submission deadline is 14:30 hours on April 16, 2026, with bid opening at 15:00 hours the same day at SECP's NICL Building, Jinnah Avenue, Blue Area, Islamabad. Bidders should ensure all mandatory technical requirements are met and submit a compliance sheet. The lowest evaluated bid meeting all criteria will be awarded the contract. Pro-Tip: Make sure to submit the original bid security to SECP before the closing time, as failure to do so will lead to rejection. Also, carefully review the technical compliance sheet to avoid disqualification on mandatory requirements.
