Tender Description
The Planning and Development Department, Government of Sindh, through its Project Coordination & Monitoring Unit (PCMU) in Karachi, invites qualified individual consultants for the development of a GIS-based project mapping system under the Sindh Water and Agriculture Transformation (SWAT) Project. This assignment falls under the IT Software & Licenses category and aims to enhance spatial visualization and monitoring of development projects across Sindh.
The consultant will design and implement a user-friendly GIS platform using open-source tools such as QGIS, Leaflet, and GeoServer. The system will enable visualization of project locations, progress tracking, and data reporting. The work involves data cleaning, geocoding, creation of GIS layers, dashboard development, testing, validation, and training. The project duration is three weeks, with deliverables including inception reports, digitized maps, interactive GIS system drafts, dashboards, and final system deployment.
Consultants must hold a Master's degree in GIS, Geomatics, IT, or related fields from an HEC-recognized university and have at least three similar assignments. Experience with public sector projects and proficiency in GIS software is essential. The consultant must also provide an affidavit confirming no blacklisting. PEC registration and FBR ATL status are advisable for compliance in the 2025-26 financial year to ensure smooth contract execution.
Submission of Expression of Interest (EOI) including CV, portfolio, and relevant documents must be made within 15 days of publication via the e-Pak Acquisition and Disposal System. The deadline for submission is **May 12, 2024**, with bid opening at the PCMU office located at 2nd Floor, Sindh Bureau of Statistics Building, Clifton, Karachi.
