Repair & Maintenance of Boundary Wall at Cantt Exchange Rawalpindi

The National Telecommunication Corporation (National Telecom Corporation (NTC)) invites sealed bids for the Repair & Maintenance of Boundary Wall at Cantt Exchange Rawalpindi. This procurement is planned for the financial year 2026-27 and will be executed under a National Single Stage-One Envelope procedure using Least Cost Based Selection (LCBS) technique. The work involves comprehensive civil works including dismantling burnt brick masonry, removing cement plaster, excavation for foundation trenches, providing and laying cement concrete, masonry works with first-class solid burnt bricks, plastering, fencing with angle iron posts, galvanized iron barbed wire and razor wire, repainting with enamel and weather shield paints, soil cutting and filling, garden soil spreading, floor laying, uPVC pipe installation, and installation of garden turf and benches. Items being procured: - Dismantling burnt brick masonry 315.28 cft - Removing cement plaster 634.13 sqft - Excavation for foundation trenches 66.38 cft - Providing and laying 1:4:8 cement concrete 36.69 cft - First class solid burnt brick masonry (various thicknesses) 58.08 cft, 37.34 cft, 149.57 cft, 11.25 cft - Reinforced cement concrete 16.59 cft - Mild steel reinforcement bars 41.48 kg - Plastering 1993.03 sqft - Angle iron fencing posts 75.2 kg - Galvanized iron barbed wire fencing 68.25 kg - GI razor wire 68 kg - Repainting with enamel paint 283.38 sqft - Repainting with weather shield paint 160 sqft - Cutting and filling gravelly soil 1660.13 cft - Spreading garden soil 1106.75 cft - Laying floors 233.75 sqft - Fixing uPVC pipes 50 ft - Cleaning and reusing bricks 220.7 cft - Applying chips Rockwall/stucco 1799.25 sqft - Installation of Korean grass turf 1106.75 sqft - RCC Concrete Garden Bench 3 units - Mild steel perforated grating 85 ft - Laying 3 inch cement concrete 1500 sqft The scope covers all materials, labor, and equipment necessary for the complete repair and maintenance of the boundary wall at the specified site in Rawalpindi. Bidders must be registered with PEC if the bid amount exceeds 1 million PKR and must provide all required documentation including NTN, GST, past experience, and an affidavit regarding blacklisting and litigation status. The bid security amount is PKR 72,500 and bids must be submitted online via EPADS v2.0 by 15 October 2026 at 11:00 AM. Manual bids will not be accepted. The technical and financial proposals will be evaluated on a least cost basis. The contract will be awarded to the lowest evaluated responsive bidder. Performance guarantee is not required for this contract. The Procuring Agency reserves the right to reject all bids.
