Tender Description
This tender invites contractors registered with Pakistan Engineering Council (PEC) for the repair and maintenance of the office building at Operation Division No.1 and CSO(P) No.1 located in IESCO G7/4 Islamabad. The Islamabad Electric Supply Company Limited (IESCO) requires experienced firms to undertake smaller civil works and special repair tasks within its region. The scope includes dismantling, excavation, brickwork, plastering, painting, flooring with granite and glazed tiles, plumbing installations including GI and PVC piping, sanitary fittings, electrical wiring, lighting, fans, and false ceiling works. The site is situated in Islamabad, demanding adherence to local construction standards and efficient project management to minimize disruption.
The contractor must be PEC registered with a minimum category C-6 and specialization CE-10, valid for the 2025-26 fiscal year. Firms should demonstrate financial capability with a fresh bank balance of at least 50% of the estimated cost and provide performance certificates from previous similar government or semi-government projects. Compliance with FBR and PRA registration is mandatory. The tender requires a 4% earnest money deposit in the form of a Call Deposit Receipt (CDR) and submission of a performance security of 10% of the contract price upon award. Bidders must follow the single stage, single envelope bidding procedure via electronic submission on E-PADS.
PEC category C-6 with specialization CE-10 is essential, and bidders must be active taxpayers with valid FBR and PRA registrations. The tender validity is 120 days, and all bids must comply with PPRA rules. The contract includes a one-year defect liability period. The contractor must submit a detailed bar chart program and method statement within 14 days of commencement. Retention money of 5% will be held until defect liability completion.
The submission deadline is **21.04.2026** by **11:00 AM**, with bid opening at **11:30 AM** on the same day at IESCO office, Street No. 40, Sector G/7-4, Islamabad. Bids must be submitted electronically via E-PADS portal with original bid security and printing charges paid in cash at the Executive Engineer Civil Division office, Sector G-8/1, Islamabad.
Pro-Tip: Ensure your bid security is generated from your own firm's account and submit the original CDR before the deadline to avoid rejection. Also, verify your PEC registration and FBR status are current for 2025-26 to meet eligibility criteria. Missing these details often leads to disqualification.
