Tender Description
The Planning Development Monitoring and Implementation Cell Culture Tourism Antiquities and Archives Department Government of Sindh invites bids for the repair and renovation of the Marvi Cultural Complex located in Bhalwa District Tharparkar Sindh. This project involves comprehensive civil works including scraping and repainting walls with approved paints and distempers, dismantling and replacement of tiles and concrete works, reinforced cement concrete structural repairs, and installation of mahogany wood joinery for doors and windows. Electrical works include wiring for lighting and fan points and installation of circuit breakers and LED lighting fixtures. The scope also covers surface preparation and finishing works with high quality paints and polishing. Eligible bidders must possess a valid Pakistan Engineering Council PEC registration in category C6 or above with specialization codes CE-01 CE-09 CE-10 and EE-02 EE-04. They must be active taxpayers with valid NTN and SRB certificates and hold a valid electrical license where applicable. A minimum of five years experience in similar works is mandatory supported by at least three government sector projects of comparable nature and cost completed in the last five years. Financial eligibility requires an average annual turnover not less than the estimated cost supported by audited financial statements bank statements and tax returns for the last five years. Bidders must also demonstrate ownership or lease of relevant construction equipment and employ qualified technical staff including civil and electrical engineers. The bid security is 5% of the estimated cost and must be submitted in the form of call deposit pay order demand draft or bank guarantee valid for 28 days beyond bid validity. Bids must be submitted online through the SPPRA EPADS portal by 18th May 2026 at 12:30 PM and will be opened the same day at 1:00 PM at the office of the Executive Engineer PDM&I Cell Karachi. Manual bids will not be accepted. Tender fee of Rs. 3,000 must be paid and submitted along with the bid security. The contract duration is three months with a liquidated damages clause of 0.05% per day up to a maximum of 10% of contract price. Performance security of 5% of contract amount is required within 14 days of letter of acceptance. The Procuring Agency encourages bidders to carefully review the bidding documents and ensure compliance with all mandatory eligibility criteria and submission requirements.
