Tender Description
The Planning Development Monitoring And Implementation Cell Culture Tourism Antiquities And Archives Department Government Of Sindh invites bids for the repair and renovation of the Sachal Sarmast Complex located at Daraza Sharif, Sindh. This project involves comprehensive civil, electrical, and finishing works to restore and upgrade the cultural complex. The scope includes scraping and repainting walls, chemical polishing of mosaic and marble flooring, anti-termite treatment, and installation of electrical fixtures such as LED lights and ceiling fans.
Eligible bidders must hold a valid Pakistan Engineering Council (PEC) registration in category C6 or above with relevant specialization codes, be active taxpayers with the Federal Board of Revenue and Sindh Revenue Board, and possess a valid electrical license. A minimum of five years experience in similar works is mandatory, supported by at least three government sector projects completed in the last five years. Financial soundness is required with audited statements, bank statements, and tax returns for the last five years. Bidders must also demonstrate ownership or lease of essential construction equipment and employ qualified technical staff including civil and electrical engineers.
The tender documents are available for download from the SPPRA EPADS portal from 1st May 2026 to 18th May 2026. Bids must be submitted online via the EPADS system by 18th May 2026 at 12:30 PM, with bid opening scheduled the same day at 1:00 PM at the office of the Executive Engineer, PDM&I Cell Karachi. Manual bids will not be accepted. A bid security of 5% of the estimated cost amounting to Rs. 0.750 million must be submitted in the form of a call deposit, pay order, demand draft, or bank guarantee valid for 28 days beyond the bid validity period. Tender fee of Rs. 3,000 is also required.
Bidders are advised to carefully prepare their technical and financial proposals, ensuring all mandatory documents and affidavits are included. Each page of the bid must be signed and stamped. Conditional bids or bids lacking required documentation will be rejected. It is recommended to visit the site and thoroughly review the bidding documents to avoid disqualification. Timely submission through the EPADS portal is critical as late bids will not be entertained. This tender offers a significant opportunity for qualified contractors to contribute to the preservation of Sindh's cultural heritage with a contract period of three months and a performance security requirement of 5% of the contract price.
