Tender Description
This tender issued by the National Telecommunication Corporation (NTC) in Islamabad covers two key projects: the replacement of aerial Optical Fiber Cable (OFC) with underground OFC connectivity at PAF-IAST University Haripur, and the procurement of GPON OLT equipment boards on a DDP site basis at NTC Islamabad. The scope includes supply, installation, testing, and commissioning of hardware and licenses to ensure a fully operational telecommunication network. The Haripur project involves extensive civil works such as trenching, laying HDPE pipes, cable pulling, and reinstatement of roads and pavements, requiring skilled labor and adherence to telecom standards. The Islamabad project focuses on advanced GPON OLT equipment compatible with existing Huawei MSAG systems, ensuring seamless integration and network enhancement.
Bidders must be registered with PEC under relevant telecommunication installation codes and demonstrate at least three years of similar experience. Compliance with FBR tax status and active tax payer status is mandatory. The contract requires a performance security of 10% of the contract value and adherence to strict timelines of 12 weeks for each section. The tender follows a single stage, single envelope bidding process via the EPADS online portal, with original bid security submission required physically before bid opening.
PEC registration in categories C-6 or above is advised, and bidders should ensure their FBR ATL status is active for the fiscal year 2025-26. The tender demands full compliance with technical specifications, including genuine, new equipment with local support presence. Bidders should prepare for detailed documentation submission including technical brochures, commercial compliance, and affidavits regarding blacklisting and litigation status.
The submission deadline is set for 28th April 2026 at 11:00 AM, with bid opening at 11:30 AM the same day at the NTC Regional Headquarters, F-5/1 Islamabad. Bids must be submitted electronically on EPADS, with original bid security delivered in person or by registered mail to the Director Development (North) office. Late or manual submissions will be rejected.
Pro-Tip: Ensure timely submission of original bid security and verify all technical compliance documents are complete to avoid disqualification. Pay special attention to the detailed Bill of Quantities and technical specifications to avoid pricing ambiguities or omissions that could lead to bid rejection.
