PWD Highways Division Muzaffarabad Azad Jammu & Kashmir invites electronic bids under the Single Stage-Single Envelope E-Bidding System for FY 2026-27 from eligible firms/contractors licensed by the Pakistan Engineering Council with specialization code C-3 & Above, CE-01. The procurement involves resurfacing and reconditioning of Green Bus routes and an Urban Drainage & Flood Protection Programme in Muzaffarabad city. Items being procured: - Resurfacing/Reconditioning of Green Bus routes-I: Mahajor Camp Raru to Police Station Chatter, Length 3.31 Km; Internal Link road City Area Length 7.25 Km; Total Length 10.56 Km Part-I District Muzaffarabad - Resurfacing/Reconditioning of Green Bus routes-I: Police Station Chatter via Western bypass Gojra to MP Chek Post/Dhani Main Neelum Valley road City Length 6.69 Km Part-II District Muzaffarabad - Resurfacing/Reconditioning of Green Bus routes-II: Chatter Chowk via Bank road to Chela Chowk Length 5.13 Km; Link road Tanga Stand, Civil Hospital road, Jail road Length 1.006 Km; Total Length 6.136 Km Part-I District Muzaffarabad - Resurfacing/Reconditioning of Green Bus routes-III: Alamdar Chowk Ghari Pan to Red Fort via Eastern Bypass Length 6.07 Km; Internal Link roads, PM House, Officer Colony Jalalabad Length 2.62 Km & Link road Dhani Khagran road Length 1.50 Km & Link road Dhani Sundgran road Length 0.50 Km; Total Length 10.69 Km Part-II District Muzaffarabad - Urban Drainage & Flood Protection Programme (City), District Muzaffarabad The works include road resurfacing, reconditioning, and urban drainage flood protection within Muzaffarabad city. Bidders must be registered with PEC in the specified category and have FBR/ATL registration. Earnest money in the form of bid security is required as specified for each lot. Bidders must upload scanned bank receipts as proof of bid security deposit to the Divisional Joint Account. The bid submission and opening date is 12th November 2026 at 11:30 AM via the E-Bidding dashboard. Bidders are advised to obtain username and login details from the IT Section, Office of the Chief Engineer PWD Highways Muzaffarabad. Only soft copies of bids are accepted; hard copies of technical and financial bids are not to be submitted. Additional bid security is required if quoting rates below 10% of the engineering estimate. A minimum bank balance of PKR 50 Million must be maintained by bidders during the bidding and contract period. Blacklisted firms are not eligible. Technical profiles must be uploaded in PDF format only. Any bidder providing incorrect information will be disqualified and banned for two years. A practical tip for bidders: Ensure timely uploading of all required documents including bid security proof and technical profiles on the E-Bidding dashboard to avoid disqualification. Also, maintain the required minimum bank balance and prepare for mobilization within 7 days of award to avoid penalties.
