Tender Description
The National Highway Authority (NHA) is procuring comprehensive security and watch & ward services specifically for the Lyari Expressway in Karachi, Sindh. This procurement is aimed at ensuring the safety and security of the expressway premises through deployment of a well-structured security team including guards, supervisors, and patrol vehicles.
The technical scope includes provision of 66 security guards operating in three shifts, supported by 2 drivers, 2 supervisors, 8 vehicles, and 4 motorbikes for effective patrolling and monitoring. The service is critical for maintaining order and safety on this vital infrastructure.
Eligible bidders must hold a valid PEC license category O-4 or above, be registered with FBR as active taxpayers on the ATL, and must not be blacklisted or declared defaulters by any government agency. Firms with ongoing arbitration cases are also eligible. The bidding follows a single stage-one envelope procedure, requiring submission of both technical and financial bids together.
The bidding documents are available free of cost from the NHA e-bidding portal starting 22nd April 2026. Bidders must upload their e-bids by 11:00 AM on 4th May 2026, with bid opening scheduled at 12:00 PM the same day. Original bid security must reach NHA headquarters by 11:30 AM on the closing date. Additionally, bidders must submit an original notarized undertaking on stamp paper confirming no blacklisting, no default status, and accuracy of bid information.
