Tender Description

The Islamabad Electric Supply Company (IESCO) invites bids for the shifting of 132kV transmission lines due to the extension of Margalla Avenue from N-5 to M-1 in Islamabad. This procurement is for civil works involving the relocation of transmission lines including foundations, erection, stringing, and dismantling of existing infrastructure. Items being procured: - Installation of foundations for various tower types (ZM1, ZM30, ZM60, EA, ED, EG) - Transport and installation of 132kV steel tubular poles with accessories - Destringing/restringing/sagging of double and single circuit conductors - Provision of N2 RTK Palm Base Receiver with GNSS Rover - Water quality monitoring and management - Environmental and social mitigation measures including SSEMP, first aid, fire fighting equipment - Site restoration - Dismantling of existing towers and conductors with hardware and return to store The scope includes tower foundations, RCC pile foundations, erection, stringing of conductors and shield wires, installation of insulators, fittings, dampers, and dismantling of existing towers and conductors. Environmental management and monitoring plans (EMMP) are part of the contract. The contract is planned for execution in Islamabad with a delivery period of 30 days after signing. Bidders must be registered with PEC for 2026-27 with Category C-6 specialization codes CE-10 & EE-05 and have relevant experience in 132kV or higher voltage transmission line construction. Financial and technical eligibility criteria apply including minimum turnover and net worth. Bids must be submitted electronically via EPADS v2.0 by 21 September 2026 at 11:25 AM. Manual bids will not be accepted. Bid security in the form of Call Deposit, Bank Guarantee, or Demand Draft is required. The contract will be awarded on a Least Cost Based Selection (LCBS) basis. The contract price is fixed and includes all applicable taxes. The successful bidder will provide a performance guarantee of 5% of the contract price. Technical and financial documents must be submitted as per bidding documents. One practical tip for bidders: ensure timely registration on EPADS v2.0 and carefully prepare all required documents including PEC registration and financial statements to avoid disqualification.
