SLA - Data Center Services Framework Contract for Sindh Integrated Emergency and Health Services

Sindh Integrated Emergency and Health Services (SIEHS) invites bids electronically through the EPADS portal for the SLA - Data Center Services under a framework contract for the fiscal year 2026-2027 in Karachi. This procurement is for comprehensive maintenance and support services of the Data Center equipment and infrastructure, ensuring 24x7 operational availability and timely issue resolution. Items being procured: - Computer Room Air Conditioner (CRAC) HairF Model P7500 with indoor and outdoor parts - Fire Alarm and Panel with sensors, sprinklers, and push hold (Schrack) - Comfort Cooling AC units (1 x 24000BTU and 2 x 18000BTU) - FM200 Gas refilling and gas cylinder inspection - Room Access Control Devices - Surveillance System (DAHUA NVR with CAMs) - Air Curtain (4 feet) - SNMP cards for CRAC units with backup provisions - VESDA fire alarm system with backup - Environmental Monitoring sensors (water leakage, temperature, humidity) with backup - ATS (APC) 16 amps with backup - Anti-static dissipative flooring (annual) - Fire retardant paint (annual) - Datacenter environment cleaning and coupon testing (annual) - Preventive maintenance monthly for fire suppression, CRAC units, comfort cooling, power DBs, access switches racks, UPS room, LED lights, grounding/earthing, thermal conductivity testing - Bi-annual infrastructure maintenance and safety activities including fire drills and rack harnessing The scope includes installation, commissioning, preventive and corrective maintenance, and supply of consumables and parts as required. Vendors must ensure issue rectification within specified timeframes (4-8 hours for critical equipment, 24 hours for others) and provide backup devices if repairs require offsite servicing. Eligible bidders must be registered with federal/provincial tax authorities, listed on the FBR Active Taxpayers List, and not blacklisted. Bid security of Rs. 52,880 is required, refundable for unsuccessful bidders. Performance security of 5% of contract value is also mandatory. Bids must be submitted via EPADS by 26th October 2026 at 11:30 AM, with bid opening at 12:00 PM the same day at SIEHS office Karachi. The contract is for one year with fixed prices and may be extended subject to satisfactory performance. Payment terms are 45 days credit after submission of required documents.
