Procurement / Hiring of Services of Social Mobilizers for Sustainability, Implementation and Follow Up in Communities under Accelerated Action Plan for Reduction of Stunting and Malnutrition in Sindh (Livestock Sector)

The Livestock & Fisheries Department, Government of Sindh, invites bids for the procurement and hiring of services of Social Mobilizers to support the Accelerated Action Plan (AAP) for reduction of stunting and malnutrition in Sindh's Livestock Sector. This program aims to improve nutrition and livestock productivity by mobilizing communities, verifying malnutrition cases, and providing capacity building and follow-up support in targeted districts. Items being procured: - Services of Social Mobilizers for sustainability, implementation, and follow up in communities The scope includes verification and validation of SAM/MAM cases, social mobilization and formation of Village Based Organizations (VBOs), capacity building and training of target families and staff, monitoring and reporting, and support to Program Management Unit (PMU). The program targets 6,000 livestock farmers in four districts of Sindh (Dadu, Badin, Shaheed Benazirabad, and Sukkur) for awareness and advisory services, and supports vaccination and livestock management activities for 120,000 farmers across 24 districts. Bidders must meet mandatory eligibility criteria including valid registrations with tax authorities, minimum financial turnover, experience in similar public sector projects, and no blacklisting. The contract duration is until June 30, 2027, extendable based on performance. Bids must be submitted online via the EPADS portal and hard copies delivered to the Program Coordinator's office at Animal Science Complex, Korangi, Karachi. Earnest money of Rs. 800,000 is required in the form of bank guarantee or pay order. The bidding process follows a Quality and Cost Based Selection (QCBS) method with a single stage two envelope procedure. Technical bids will be evaluated on experience, professional staff qualifications, project execution plan, and financial soundness. Only technically qualified bidders (minimum 75 marks) will have their financial bids opened. The deadline for bid submission is 15 October 2026 at 01:00 PM, with bid opening at 02:00 PM the same day. Bidders are advised to carefully review all bidding documents and ensure compliance with all requirements. The Procuring agency reserves the right to reject any bid not meeting the criteria or incomplete bids.
