Tender Description
This tender invites bids for the supply and installation of a solar power system at the National Institute of Health (NIH) Islamabad, specifically for the Allergy Center, Stable, and CMLT Boys Hostel. The project involves installing three grid-tied solar systems with capacities of 60 KW, 10 KW, and 30 KW respectively, including all related equipment such as solar PV modules, inverters, mounting structures, wiring, protection systems, and net metering. The work is located in Islamabad and requires adherence to technical specifications ensuring high-quality Tier 1 solar panels and reliable inverters with warranties of 20 years for panels and 5 years for allied equipment.
The scope covers detailed engineering, supply, installation, testing, commissioning, and after-sales service for one year. The bidder must handle all net metering licensing, coordination with IESCO, and NEPRA fees. The installation site demands robust mounting structures designed to withstand local weather conditions, including wind speeds up to 150 km/h. The project timeline is 6-8 weeks post contract award, with strict compliance to PPRA rules and NIH's terms and conditions.
Bidders must be registered with PEC in category C-4 or above, have active FBR NTN and STRN status, and demonstrate financial strength with a minimum turnover of PKR 25 million. Technical bids require detailed documentation including company registration, warranty affidavits, previous project experience with systems of 50 KW or above, and authorized dealership certificates. The bid security is PKR 300,000, refundable except for the successful bidder until contract award. The contract includes a 10% performance security and 5% retention money during the defect liability period of 12 months.
Submission deadline is on the 31st of March 2026 at 11:00 AM, with bid opening at 11:30 AM in the NIH Conference Room. Bids must be submitted both online via EPADS and in hard copy to the Director Purchase and Procurement at NIH, Chak Shahzad, Islamabad. Late or incomplete bids will be rejected. The tender emphasizes compliance with PEC, FBR, and PPRA regulations, and advises bidders to ensure all documents are duly signed and stamped.
Pro-Tip: Carefully review the technical specifications and ensure your bid includes all required affidavits and certifications. Missing the stamp duty or failing to submit the bid on EPADS alongside the hard copy are common pitfalls that lead to disqualification. Also, verify your net metering credentials and plan for timely submission of all licensing documents to avoid delays.
