Tender Description
This tender invites bids for the solarization of 42 NADRA sites across Pakistan, including Khyber Pakhtunkhwa, Balochistan, Sindh, and Islamabad Capital Territory. The National Database and Registration Authority (NADRA) requires turnkey supply, installation, and commissioning of hybrid solar systems with battery backup to ensure reliable power supply at these sites. The project involves design approval, procurement of Tier-1 solar panels, batteries, inverters, mounting structures, and related balance of system components, followed by installation, commissioning, and maintenance services. The total estimated system capacity is approximately 522 kW, distributed across various sites with capacities ranging from 6 kW to 100 kW. The scope includes net metering applications and installation of bidirectional meters where applicable.
The technical specifications demand Tier-1 N-type monocrystalline solar PV modules with high efficiency and durability, hybrid inverters compatible with lithium-ion batteries, and lithium iron phosphate battery energy storage systems with advanced safety and monitoring features. The mounting structures must be corrosion-resistant and designed to withstand harsh weather conditions. The project also requires online real-time monitoring systems and compliance with NEPRA regulations for net metering. The sites are located in diverse regions including Peshawar, Quetta, Gwadar, Karachi, and others, posing logistical and engineering challenges related to site accessibility and environmental conditions.
Bidders must be authorized vendors registered with AEDB and PEC, with a minimum annual turnover of PKR 200 million and inventory capacity of 0.5 MW. Compliance with FBR Active Taxpayers List (ATL) and non-blacklisting affidavits are mandatory. The financial year for procurement is 2025-26, and bids must include bid security as specified for each lot. The tender follows a single stage two envelope procedure with electronic bid submission via EPADS.
