Tender Description
This tender from Pakhtunkhwa Energy Development Organization (PEDO) in Peshawar invites bids for the sale of International Renewable Energy Certificates (I-RECs) generated by its hydropower stations. The certificates cover the period from 1st July 2024 to 30th June 2025 and include generation from Malakand III, Daral Khwar, Pehur, Machai, and Shishi stations, totaling 471,279 I-RECs with a combined installed capacity of 140 MW.
Bidders will engage in a competitive process under the Single Stage Single Envelope Procedure as per KP-PPRA Rules 2014. The hydropower stations are located in Khyber Pakhtunkhwa, and the sale involves renewable energy certification rather than physical infrastructure or construction. The floor price is set at USD 0.60 per I-REC. Interested parties must submit a non-refundable fee of PKR 5,000 and provide a bid security of 1% of the quoted bid price in a freely convertible currency, either by bank draft or bank guarantee.
While this tender does not require PEC registration as it involves certificate sales, bidders should ensure compliance with FBR/ATL requirements for the 2025-26 financial year. All applicable taxes, duties, and transaction costs related to the sale will be borne by the successful bidder. The bid security must remain valid for at least 28 days beyond the bid validity period.
The bid submission deadline is set for 11:00 AM on April 6, 2026, with bid opening at 11:30 AM the same day. Bids will be opened in the presence of authorized representatives at PEDO House, Sector 38/B-2, Phase-V, Hayatabad, Peshawar. A pre-bid meeting is scheduled for March 17, 2026, at 11:00 AM in the main conference room of PEDO House.
