Tender Description
The Sukkur Municipal Corporation (SMC) invites bids for a comprehensive ecological conservation and community recreational project along the Indus River corridor in Sukkur. This initiative includes the introduction of eco-friendly vessels, rehabilitation and up-gradation of the Indus Blind Dolphin & Freshwater Turtles Care & Conservation Centre, provision of search and rescue vehicles for protected species, and strengthening ecological restoration to achieve Sustainable Development Goals (SDGs).
Items being procured:
- 45-ft Twin-Hull Catamaran FRP Passenger Ferry with electric propulsion and 100 kWh LFP marine battery system
- 35-ft Traditional Wooden Sail Ferry for Sadhu Bela Island shuttle
- Two FRP Speed Rescue Boats with petrol outboard engines
- Modular HDPE Floating Jetty System (approx. 335 mΒ²)
- 120 kW DC Fast Charging Station with CCS2/CHAdeMO connectors
- Civil rehabilitation works including porcelain and marble flooring, false ceilings, aluminum joinery
- Museum interpretive exhibits including FRP dolphin and turtle sculptures, LED display screens, interactive kiosks, audio and lighting systems
- Rapid response rescue vehicle (Hyundai Porter H-100 or equivalent)
The project requires detailed site feasibility studies at three candidate locations (Zero Point Entertainment Point, Sadhu Bela Island, Lab-e-Mehran) including bathymetric surveys and electrical grid assessments. Bidders must submit a comprehensive site evaluation and feasibility proposal recommending the optimal site for jetty and charging station installation.
Technical scope includes design, fabrication, installation, testing, and commissioning of vessels, shore infrastructure, and rescue vehicles in compliance with environmental and wildlife protection laws. Vessels must meet strict acoustic noise ceilings and zero-discharge mandates to protect endangered species.
Eligibility requires Pakistan Engineering Council (PEC) registration Category C3 or above with relevant specializations, valid tax registrations, and proven experience in marine vessel construction, power and control systems integration. Joint ventures/consortiums are allowed with a designated local lead member.
Bid submission is electronic via the SPPRA EPADS portal with original physical bid security and required affidavits delivered to the Executive Engineer (Civil), Sukkur Municipal Corporation by the deadline. Bids will be evaluated on a single-stage two-envelope basis with technical qualification followed by financial bid opening.
The bid security is 5% of the total bid price. The procurement method is National Open Competitive Bidding with a bid validity of 90 days. The contract includes a 24-month defects liability period and extended warranties on vessel hulls and equipment.
Bidders are advised to carefully review the detailed bidding documents, including technical specifications, evaluation criteria, and contractual terms. The Sukkur Municipal Corporation reserves the right to accept or reject any or all bids as per SPPRA rules.
