Tender Description
This tender invites qualified firms to supply Special Force Boats (SFBs) RHIB 11-13 meters along with necessary accessories for the Pakistan Navy in Islamabad. The procurement is managed by the Directorate of Procurement (Navy) and falls under the categories of Vehicles & Auto Parts and Security & Safety Equipment.
The scope includes delivery of high-quality RHIBs designed for special force operations, meeting technical specifications outlined in the tender annexes. The boats must be delivered within six months, FOB basis, with all applicable taxes and duties clearly indicated. The procurement requires firms to submit detailed technical and commercial offers in sealed envelopes, ensuring compliance with the Directorate General Defence Purchase (DGDP) and PPRA rules. The technical offer must include all relevant certifications, OEM authorization, and compliance documentation.
Bidders must be registered with DGDP or willing to register, and only firms on the Active Taxpayers List (ATL) of FBR are eligible. The tender demands earnest money in the form of a Call Deposit Receipt (CDR) with specific ceilings based on firm registration status. Firms should ensure their PEC category aligns with the tender requirements and maintain valid FBR registration for the fiscal year 2025-26. Submission of treasury challan, DP-1, DP-2, and DP-3 forms is mandatory.
The submission deadline is set for 17th March 2026 at 10:30 AM, with technical bids opening at 11:00 AM on the same day. Offers must be delivered physically to the Directorate of Procurement (Navy) office located at Bahria Gate, Near SNIDS Centre, Naval Residential Complex, E-8, Islamabad. Late submissions will be rejected without exception.
Pro-Tip: Ensure your technical offer includes a properly filled DP-2 form with compliance remarks and attach a photocopy of the earnest money with the technical bid, obscuring the amount with a black marker.
