Tender Description
This tender invites bids for the Special Maintenance and Repair of the road from Indus Highway to M.N.V Drain via Bahawalpur Mile 0/0-4/2 in Dadu, Sindh, under the Provincial Highways Division. The project involves extensive civil works including earthworks, laying of aggregate base course, asphalt concrete wearing course, road marking with thermo plastic paint, installation of cat eyes and road studs, and construction of culverts, retaining walls, stone pitching, paving blocks, and drainage systems. The scope covers a stretch of road requiring high-quality materials and skilled workmanship to ensure durability and safety.
The work demands compliance with Pakistan Engineering Council (PEC) standards and requires contractors to have relevant experience in similar large-scale road maintenance projects. The site conditions in Dadu pose engineering challenges such as soil compaction, moisture control, and proper drainage to prevent future road damage. Contractors must ensure the use of approved materials like bitumen and aggregates meeting AASHTO standards, and employ mechanical means for compaction and finishing to achieve the required density and surface quality.
Bidders must be registered with PEC in the appropriate category and discipline, and hold valid registration with tax authorities including FBR and Sindh Revenue Board. The tender requires submission of bid security in the form of a Call Deposit Receipt (CDR) from a scheduled bank, and compliance with all financial and technical documentation including audit reports and machinery availability. The project is funded by the Government of Sindh and follows the Sindh Public Procurement Rules 2010.
The submission deadline is set for 10:00 AM on 30th March 2026, with bid opening at 11:00 AM the same day at the office of the Executive Engineer, Provincial Highways Division Dadu, near Sikandar Petroleum Service. Bidders should submit sealed bids physically and upload required documents on the EPADS system. The office address is the official venue for bid submission and opening.
Pro-Tip: Ensure all bid documents are properly numbered, signed, and stamped as per tender instructions. Pay special attention to the bid security format and validity period, as non-compliance leads to disqualification. Also, verify the latest rates for bitumen and other materials as price adjustments are applicable. Missing the E-stamp paper requirements or failing to submit original instruments before bid opening can result in rejection.
