Tender Description

This tender invites bids for the Special Maintenance and Rehabilitation (M&R) of the road from PTC Shahdadpur to connect Gupchani road, covering a length of 7.40 kilometers with a 2 inch thick asphalt surface in Sanghar, Sindh. The Provincial Highways Division Sanghar requires experienced contractors to execute earthworks, sub-base and base course preparation, asphalt laying, and associated drainage and culvert works. The project involves excavation, sand cushion laying, stone metal sub-base, brick edging, and two coats of surface treatment followed by asphalt concrete paving using plant mixed asphalt. The site demands careful handling of materials and adherence to engineering standards to ensure durability and safety of the road. Bidders must be registered with the Pakistan Engineering Council (PEC) in the relevant category and discipline, and comply with tax registration requirements. The tender requires submission of bid security amounting to PKR 37.441 million and a non-refundable tender fee of PKR 5,000. The contract duration extends up to June 2026. Contractors should ensure compliance with PEC category requirements, maintain valid FBR/ATL status, and meet the financial and technical criteria specified for the 2025-26 financial year. The bid validity period is 90 days. Submission deadline is set for 27th February 2026 at 09:30 AM, with bid opening at 11:00 AM on the same day at the office of the Executive Engineer Provincial Highways Division Sanghar, behind Building Rest House Sanghar. Bids must be submitted through the E-PAD system along with original tender fee and bid security in sealed envelopes delivered to the procuring agency's office. Late or incomplete bids will be rejected. Pro-Tip: Ensure the bid security Call Deposit Receipt (CDR) is issued by a scheduled bank in Pakistan, clearly named and valid beyond the bid validity period. Unnamed or third-party CDRs are non-responsive and lead to disqualification. Also, carefully review the newspaper advertisement for any specific stamp duty or documentation requirements to avoid common pitfalls.
