Tender Description
The Public Health Engineering (Dev:) Division Umerkot invites bids through the E-Pak Acquisition and Disposal System (EPADS) for the installation of submersible pumps in Village Soomon Sama, UC Khokhrapar, Taluka Umerkot, Sindh. This procurement is aimed at improving water supply infrastructure under district ADP schemes with a contract period of 24 months.
Items being procured:
- Boring of tube well (180 ft depth)
- Solar energy system including 1.00 BHP 2200 Watts solar panels and associated balance of system
- Submersible pump 1.00 BHP with motor and delivery pipe
- Fiber glass tank (350 gallons capacity)
- Sign board for inauguration
The technical scope includes civil works for tube well boring, installation of solar power system, submersible pump setup, and associated infrastructure such as fiber glass tank and signage. The site is located in Umerkot district, and the works require compliance with relevant PEC categories including Civil, Electrical (Solar), and Mechanical (Pumps).
Eligibility criteria require bidders to have at least five years of business establishment, valid PEC registration in specified codes, NTN and SRB active taxpayer status, valid electrical license, and ISO certifications (9001:2015, 14001:2015, 45001:2018). Bidders must submit bid security of 5% of estimated cost in the form of call deposit. Experience with at least two similar solar submersible pump projects in the last three years is mandatory.
Bids must be submitted electronically via EPADS by 22nd September 2026 at 9:30 AM. Technical proposals will be opened on 23rd September 2026 at 10:00 AM at the office of the Executive Engineer, Public Health Engineering (Dev:) Division Umerkot. Original instruments for tender fee and bid security must be delivered to the procuring agency before the deadline.
A practical tip for bidders: Ensure complete and attested documentation including affidavit on Rs. 500/- e-stamp declaring non-blacklisting and no litigation, as conditional or incomplete bids will be rejected. Early registration and familiarization with the EPADS portal is advised to avoid last-minute submission issues.
