Tender Description
Government College University Lahore invites E-Bids on C&F Lahore basis for each Lot separately from firms, companies, general order suppliers, and manufacturers engaged in trading and registered with relevant registration authorities and tax departments including Income Tax, Sales Tax, and Punjab Sales Tax. Bidders must have a professional tax certificate for the financial year 2026-2027 from Excise & Taxation Department and be registered on Punjab e-Procurement System (eP).
Items being procured:
- Lot #1: Atomic Force Microscope
- Lot #2: Photoluminescence (PL) Spectroscopy System
All bids must be accompanied by a bid security of 1% of the estimated cost for each lot. Bids must be submitted separately and electronically via the Punjab e-Procurement System as per Rule 38(2)(a) PPR 2014 Single Stage Two Envelope Procedure. No physical financial instruments will be accepted. The complete electronic bids must be submitted online at https://eproc.punjab.gov.pk.
The bid submission deadline is 10th November 2026 at 11:00 a.m., and bid opening will be on the same day at 11:30 a.m. Bidders are advised to upload bids well before the deadline to avoid last-minute issues. Government College University Lahore will not be responsible for any issues arising from late or failed submissions.
Bidding documents are available immediately after publication. The university will not be responsible for any cost or expense incurred by bidders in connection with bid preparation or submission. The bidding document with all details can also be downloaded from the Punjab Procurement Regularity Authority (PPRA) website at http://ppra.punjab.gov.pk.
All prospective bidders must quote the rate for each item. Any item without a quoted rate will be considered non-responsive. The lowest evaluated bidder will be determined on the cumulative quoted rate of the entire lot/package.
For electronic bid submission, bidders must register at www.punjab.eprocurement.gov.pk. For queries regarding registration, contact 1248. The PPRA website response time will be calculated exclusively from the date of publication of this advertisement.
Procurement shall be governed by Punjab Procurement Rules 2014 (Amended) and Punjab Procurement Regulations 2024. The university reserves the right to reject any bid or proposal at any time prior to acceptance under Rule 35 of PPRA Rules.
