Supply of Cooked Food to Inmates of Youthful Offenders Industrial School & Correctional Facility Karachi for 2026-2027

The Inspector General of Sindh Prisons & Corrections Service Karachi invites bids for the supply of cooked food to the inmates of Youthful Offenders Industrial School & Correctional Facility Karachi for the fiscal year 2026-2027. This procurement is specific to Karachi and is managed by the Sindh Prisons department. The contract covers the provision of three meals daily including breakfast, mid-day, and evening meals, strictly following the prescribed fortnightly diet menu and scale. Special diets during Ramazan and on special occasions such as Eid-ul-Fitr, Eid-ul-Azha, Pakistan Day, Independence Day, and Sindh Cultural Day are also included. The technical scope requires bidders to supply fresh, hygienic, and standardized cooked food prepared in prison kitchens with proper supervision and quality control. The contractor must ensure the supply of all raw materials including wheat flour, chicken, beef, vegetables, and spices as per the detailed specifications. Eligibility criteria include active registration with Income Tax, Sales Tax, Sindh Revenue Board, and Sindh Food Authority licenses. Bidders must have a minimum of three years catering experience, submit a bid security of Rs. 1,100,000, and provide all mandatory documents including CNIC, firm profile, tax certificates, and food authority registration. The technical bid will be evaluated on a 100-point scale with a minimum passing score of 70. Financial bids of only technically qualified bidders will be opened. The submission deadline is 09 June 2026 at 09:30 a.m. through the SPPRA E-Pak Acquisition & Disposal System (E-PADS). Bidders must submit original bid security in a sealed envelope to the Inspector General of Sindh Prisons office in Karachi before the deadline.
