Tender Description
The Inspector General of Sindh Prisons and Corrections Service Karachi invites bids for the supply of cooked food to the inmates of the Special Prison and Correctional Facility for Women Hyderabad for the fiscal year 2026-2027. This procurement is specific to Hyderabad, Sindh, and involves providing three meals daily including special diets during Ramadan and on national and cultural occasions such as Eid-ul-Fitr, Eid-ul-Azha, Pakistan Day, Independence Day, and Sindh Cultural Day.
The technical scope includes preparation and delivery of cooked food according to a detailed fortnightly diet menu and scale, covering breakfast, midday, and evening meals. The menu specifies quality standards for ingredients such as wheat flour, chicken, beef, vegetables, and dairy products. Special diets for nursing and pregnant women prisoners, as well as children up to six years of age, are also included. The contractor must maintain hygienic conditions, ensure proper cooking facilities within the prison, and comply with all relevant health and safety regulations.
Eligibility criteria require bidders to be registered with active Income Tax, Sales Tax, Sindh Revenue Board, and Sindh Food Authority licenses. Experience of at least three years in catering cooked food is mandatory. Bidders must submit a bid security of Rs. 625,000 in the form of a pay order, demand draft, bank guarantee, or CDR. Technical bids will be evaluated on a 100-point scale with a minimum passing score of 70. Financial bids of only technically qualified bidders will be opened.
The deadline for bid submission is 09 June 2026 at 09:30 a.m. through the SPPRA E-Pak Acquisition and Disposal System (E-PADS) website. Original bid security and affidavit must be submitted physically to the office of the Inspector General of Sindh Prisons & Corrections Service Karachi before the deadline. Bidders are advised to verify their bid status on the E-PADS portal to avoid disqualification.
A practical tip for bidders is to ensure all mandatory documents are complete, genuine, and uploaded timely on the E-PADS portal. Failure to do so will result in disqualification from financial bid opening. Also, bidders should maintain a clean supply record and ensure security clearances for their employees due to the sensitive nature of the prison environment.
This tender offers a significant opportunity for experienced catering firms to serve a critical public sector institution with a contract period from 01 July 2026 to 30 June 2027. The department emphasizes quality, hygiene, and adherence to the prescribed diet menu to ensure the welfare of inmates.
