Tender Description
Oil & Gas Development Company Limited (OGDCL), Pakistan's leading E&P sector company, invites sealed bids from eligible bidders for supply and delivery of goods, materials, equipment and/or services as described in the Request for Proposal (RFP). Bids are invited online through SAP-Ariba Discovery portal under Competitive Bidding procedure. The procurement covers a wide range of items and services required by OGDCL across its operations in Pakistan.
Items being procured include goods, materials, equipment, and services as detailed in the RFP documents. Bidders must submit bids strictly in accordance with the RFP and tender documents, including all annexures which form an integral part of the tender. The procurement process follows Single Stage One Envelope or Single Stage Two Envelope bidding procedures as specified.
Bidders must provide bid bonds as earnest money in the form of pay order, demand draft, cash deposit receipt (CDR), online transfer, or bank guarantee from scheduled banks in Pakistan or foreign banks with branches in Pakistan. Bid bonds must be valid for at least 30 days beyond bid validity period. Performance bonds equal to 10% of the contract value are required from successful bidders within 15 days of award.
Technical bids must include detailed company information, financial strength, experience, and compliance with all statutory requirements including registration with Pakistan Engineering Council (PEC) where applicable. Bidders must also submit Environmental Social Governance (ESG) and Health Safety Environment (HSE) commitments.
Key dates for bid submission and opening are published in the tender notice. Bids must be submitted online via SAP-Ariba portal by the specified deadline. Late bids or bid bonds will be rejected. Bids will be opened publicly online, and bidders may attend the opening in person.
Bidders are advised to quote firm prices in Pakistani Rupees or US Dollars (Renminbi for Chinese firms) inclusive of all charges except customs duties and taxes which will be borne by OGDCL. Prices must remain firm for the bid validity period.
The Purchaser reserves the right to accept or reject any or all bids, to increase or decrease quantities, and to annul the bidding process without liability. Bidders must comply with all terms and conditions, including anti-corruption and blacklisting policies. Any violation may lead to disqualification and legal action.
Bidders should carefully read all terms, conditions, and specifications in the tender documents. The procurement is subject to Public Procurement Rules 2004 and applicable laws of Pakistan.
