Tender Description

The Kasur Forest Division at Changa Manga invites electronic bids (E-bids) through the e-Procurement System for the supply of grow bages and silt for the fiscal year 2026-27. This procurement is open to companies and firms registered with relevant tax authorities including Income Tax, Sales Tax, and PRA, and holding a valid professional tax certificate from the Excise & Taxation Department. Items being procured: - Supply of grow bages (Size 12" thickness 0.3 mm) - 400000 No. - Supply of silt - 390000 cft The tender will be conducted using the Single Stage Two Envelope bidding procedure as per PPRA rules 2014. Tender documents must include separate Technical and Financial Proposals, accompanied by bid security. Bidders are required to upload their bids online on the official e-Procurement website before the closing date and time of 14th September 2026 at 10:00 AM. Technical bids will be opened the same day at 12:00 PM in the presence of the Tender Opening Committee and participating firms or their representatives. Financial bids will be opened after evaluation of technical bids by the committee, with the date of opening to be announced on the same day. Earnest money must be submitted in the form of CDR in favor of the Divisional Forest Officer, Kasur Forest Division at Changa Manga, amounting to 5% of the estimated cost as per Rule 27 of PPRA Rules 2014. Bidders should upload the earnest money and fill rates against items of work on the e-Procurement portal up to one hour before the opening time. Bidders are advised to upload bids well before the deadline and ensure bids are signed and stamped. Incomplete, late, or improperly submitted bids will not be considered. Submission of fake documents such as CDR or receipts will lead to disqualification and blacklisting. The procuring agency reserves the right to reject any application or tender before issuance of acceptance letter as per amended PPRA Rules 2014.
