Tender Description
The Infrastructure Development Authority of the Punjab (IDAP) invites bids for the supply, installation, commissioning, and maintenance of laparoscopes (Package No. 20, Lot-A) for the establishment of the Federal Government Polyclinic (PGMI)-II located at G-11/3, Islamabad. This procurement is specifically for advanced medical equipment including operating laparoscopes with 4K imaging systems, ultrasonic dissector systems, and diathermy with vessel sealing systems, along with all necessary accessories and support equipment.
The technical scope covers the delivery of high-resolution laparoscopes with full UHD imaging, compatible camera systems, monitors, light sources, CO2 insufflators, smoke evacuators, and a comprehensive set of surgical instruments. The supplier is responsible for installation, commissioning, and providing a one-year warranty followed by a five-year extended maintenance contract. The equipment must meet international quality certifications such as FDA 510K, CE, or MHLW, and the supplier must ensure availability of spare parts and consumables for at least ten years.
Eligible bidders include manufacturers or their authorized agents with valid PEC registration, FBR/ATL registration, and proven experience in supplying similar medical equipment. Joint ventures are allowed with clear designation of lead members. Bidders must submit earnest money in the form of a CDR or bank guarantee and comply with all bid submission requirements on the EPADS platform.
The tender was published on 6th March 2026, with a submission deadline of 23rd April 2026 at 15:30 PST. Technical bids will be opened the same day at 16:00 PST at the IDAP office in Lahore. Bidders are advised to carefully prepare their technical and financial proposals, ensuring all required documents and certifications are included. A practical tip for bidders is to register early on EPADS and submit original bid security documents timely to avoid disqualification. The procurement follows the Public Procurement Rules 2004 and amendments, ensuring transparency and fairness throughout the process.
