Tender Description
The Lahore Electric Supply Company (LESCO) through its Material Management Department is procuring an Asset Performance Management System (APMS) for distribution transformers of various ratings including 25kVA, 50kVA, 100kVA, 200kVA, and 630kVA to be installed on 10 high AT&C loss feeders in Lahore, Punjab. This procurement is part of the financial year 2026-27 plan and aims to enhance the monitoring and management of distribution transformers to reduce losses and improve efficiency.
Items being procured:
- APMS for 200kVA transformers (various quantities)
- APMS for 100kVA transformers
- APMS for 50kVA transformers
- APMS for 25kVA transformers
- 300 mm², 150 mm², 70 mm², and 25 mm² S/C Aluminum cables, PVC/PVC insulated
- PG connectors for 300 mm², 150 mm², 70 mm², and 25 mm² cables
- Complete installation of electrical accessories and other essential materials
The scope includes supply, installation, configuration, testing, and commissioning of the APMS units along with all allied materials and services. The APMS units are to be housed in enclosures with all necessary accessories such as bimetallic lugs, copper busbars, current transformers, breakers, oil temperature and level monitoring, magnetic contactors, and other miscellaneous accessories. The system must comply with PPMC-DS-01:2026 specifications and relevant IEC standards. Communication modules must be PTA approved with minimum 4G capability and backward compatibility to 2G. The system will integrate with PITC's Meter Data Management (MDM) system and support secure data transmission and cyber security measures.
Eligibility criteria require bidders to be registered manufacturers or authorized agents with LESCO/DISCOs/WAPDA, possessing valid PEC registration and active tax status. Bidders must have prior experience with APMS supply or provide extended warranty. The procurement follows Least Cost Based Selection (LCBS) with a bid validity of 120 days. Bids must be submitted electronically via EPADS v2.0 by July 30, 2026, 10:30 AM, with bid opening at 11:00 AM the same day. Manual bids are not accepted.
The successful bidder will provide performance guarantees, comply with prototype approval requirements, and ensure timely delivery and installation within 45 days. Site acceptance testing and integration with LESCO's systems are mandatory. Bidders should prepare for detailed technical and financial submissions, including integrity pacts and no deviation certificates.
