Tender Description
University of Peshawar (UoP) invites bids through EPADS (E-Pak Acquisition & Disposal System) for the supply, installation, customization, and commissioning of a University Management System (CMS/ERP). Eligible bidders must be registered with FBR for Income Tax, Sales Tax, and be on the Active Tax Payer list, as well as registered with EPADS. The tender details, specifications, submission, opening, and evaluation methods are provided in the bidding documents.

The scope includes full deployment of the CMS/ERP system tailored to university requirements, ensuring integration with existing infrastructure and compliance with regulatory standards. Bidders must have relevant experience and provide bid security of Rs. 200,000 in the form of CDR from a scheduled bank in favor of Treasurer, University of Peshawar. The bid security must accompany the financial proposal and be uploaded on EPADS, with the original submitted in a sealed envelope.
Key dates include a pre-bid meeting on 2026-11-24 at 11:00 AM in Committee Room II, Main Administration Block, UoP. The last date for bid submission is 2026-12-01 at 11:00 AM, with technical proposals opening the same day at 12:00 PM. The selection will follow the Single Stage Two Envelope procedure under KPPRA Rules 2014.
Bidders must submit both scanned bids via EPADS and original hard copies separately marked as Technical Proposal and Financial Proposal. Bids submitted by hand, fax, telephone, or email will not be entertained. Any deviation between hard and soft copies will lead to rejection. Pay Orders are not accepted as bid security.
A practical tip for bidders: Ensure timely submission of both electronic and original bid security documents to avoid disqualification. Late or incomplete submissions will be declared non-responsive.
