Supply and Installation of Promotional Material for Special Investment Facilitation Council Islamabad

The Special Investment Facilitation Council (SIFC), Islamabad, invites reputable firms/vendors to submit sealed tenders through the E-PADS portal for the supply, installation, and fixing of promotional material required for meetings, conferences, and seminars. This procurement is specifically for firms with a sound financial track record and production/distribution facilities located within the Islamabad Municipal Corporation area. Items being procured: - Backdrop with PG-11 backlight printing and MS tubular frame - Streamers printed on front-lit star matt 440 gm with wood hanging supports - Bridge banners with front-light star matt 440 gm printing and LED backlight - Banners printed on front-light star matt 440 gm - Manual/verbal translation services (computerized translation not accepted) - Color book printing on double-sided textured pearl paper with die-cutting and hot glue binding - Certificate folders made with cow leather - Pyramid shields made of solid brass with gold plating and walnut wood base - USB 64 GB HP card with 4 color double side print - Metal boxes for USB packing with 4 color logo on tin - Pole flags with stainless steel stands and iron bases - Standard size pole flags - Hard table flags with stainless steel stands - Hard table flags without stands - Standees printed on black matt paper in sizes 2x5 ft and 3x7 ft - Rollup banners with aluminum stands - Brass designation plate stands with gold plating - Brochures on double-sided textured pearl paper with die-cutting and pin binding - Executive class pens with 4 color logo - Executive class water bottles with 4 color logo The scope includes supply, installation, and fixing of all listed promotional materials at designated locations. Vendors are responsible for obtaining all necessary permissions from concerned authorities for hanging or installing materials. Removal of materials after event completion is included in the contract. Eligibility criteria require firms to be registered with Active Taxpayer List (ATL), possess valid GST/NTN, and have proven experience and financial soundness. An earnest money deposit of 5% of the estimated cost in the form of a bank draft or pay order in favor of Deputy Director (General), SIFC, Islamabad, is mandatory. Technical bids will be evaluated with a 75% weightage, and financial bids 25%. Bidders scoring below 60% in technical evaluation will be disqualified. Tender documents and detailed specifications are available on E-PADS and the websites www.ppra.org.pk and https://sifc.gov.pk. Bids must be uploaded by 15 September 2026 before 11:00 AM and will be opened the same day at 11:30 AM in the presence of bidders' authorized representatives. The rates quoted must remain valid until 30 June 2027. All government taxes will apply. Bidders must submit quotes for all items; partial bids will be rejected. The firm shall bear all expenses related to supply and installation. A practical tip for bidders: Ensure all required documents including company profile, NTN/GST certificates, affidavit of no blacklisting, and samples of items are submitted timely and completely to avoid disqualification. Early submission on E-PADS is recommended to prevent last-minute technical issues.
