Supply, Installation, Testing & Commissioning of Diesel Generators (200KVA & 150 KVA) for Islamabad Club

The Islamabad Club in Islamabad Capital Territory invites sealed bids through the e-Pak Acquisition and Disposal System (EPADS) for the procurement of diesel generators. The procurement is for the supply, installation, testing, and commissioning of two diesel generators with capacities of 200KVA and 150KVA respectively. The project is planned for the financial year 2026-27 with an expected commencement date of November 30, 2026. Items being procured: - Diesel Generator 200KVA with 1 year warranty - Diesel Generator 150KVA with 1 year warranty The generators must be new, of European, American (USA), or Swedish origin, and supplied through authorized dealers with valid dealership certificates. China-origin or locally coupled generators are not acceptable. The generators should be capable of operating between -10°C to 50°C, up to an altitude of 2000 feet AMSL, with cold start and 10% overload capability for up to 2 hours. Each generator must have a fuel tank capacity of more than 200 liters, electronic governor, AVR, and sound/dust proof canopy. Installation, testing, commissioning, and training are the responsibility of the supplier. Eligibility criteria include valid NTN and GST registration, active taxpayer status on FBR's ATL, valid business registration, and non-blacklisting affidavit. Bidders must have 10-15 years of relevant experience, proven track record of supplying similar generators, and a 24/7 operational service center in Islamabad or nearby regions. Technical evaluation carries 60% weightage and financial evaluation 40%, with a minimum technical score of 70% required to qualify for financial bid opening. The bid security amount is Rs. 500,000 in the form of Pay Order, Banker's Cheque, Call Deposit, or Bank Guarantee. Bids must be submitted electronically via EPADS v2.0 by October 22, 2026, 11:00 AM. Manual submissions will not be accepted. The bid opening will be held on the same day at 11:30 AM on EPADS v2.0. A performance guarantee of 10% of the contract price will be required from the successful bidder. Payment will be made within 30 days after successful delivery, installation, and commissioning. The delivery period is 90 days from the date of purchase order issuance, with penalties applicable for delays.
