Tender Description
The National Telecommunication Corporation (NTC) Lahore invites bids for the supply, installation, testing, and commissioning of two capsule type passenger lifts at its Regional Headquarters Building located at 6-Race Course Road, Lahore. This procurement is specific to the NTC Regional HQ in Lahore and involves comprehensive elevator works including design, supply, installation, testing, and commissioning on a Delivered Duty Paid (DDP) site basis.
The technical scope covers two passenger elevators with capacities between 500-800 Kg, serving two basements, ground plus three floors. The work includes all lift equipment such as hoisting machinery, sheaves, girders, controllers, ropes, counterweights, supports, brackets, guides, car gears, buffers, pit screens, well trimming girders, pit access ladder, trap door, and related accessories. The contractor is responsible for all labor, erection equipment, scaffolding, civil works, tools, embedded parts, and materials necessary for full installation and commissioning. Design drawings must be submitted within two weeks of contract award for approval. The contractor will also provide electrical cabling and distribution boards from designated power points at no extra cost. Operation and maintenance during the defect liability period, including training for NTC staff for at least three months, are included in the contract.
Eligibility requires firms to be registered with PEC in category C-5 (M-03 Code), have valid FBR and Punjab Sales Tax registrations, and demonstrate at least 15 years of relevant experience in lift supply and installation. OEM authorization and financial health with annual sales above PKR 10 million are mandatory. Bidders must submit earnest money of PKR 1,100,000 as CDR. The tender follows a single stage-single envelope procedure with electronic bid submission through EPADS only. Manual bids will not be accepted.
The bid closing and opening date is 20th May 2026, with submission via the PPRA EPADS portal. Bidders should ensure all required documents including technical compliance, commercial compliance, authorization certificates, and financial statements are included. A practical tip for bidders is to carefully review the detailed technical specifications and ensure timely submission of design drawings post-award to avoid delays. Also, ensure earnest money and all mandatory documents are complete to avoid disqualification.
This tender offers a significant opportunity for qualified elevator suppliers and contractors to work with a reputable federal organization in Lahore. The contract includes performance security, liquidated damages for delays, and warranty provisions. Bidders are encouraged to visit the site for survey and prepare bids accordingly. The department emphasizes strict compliance with specifications and PPRA rules for a transparent and competitive procurement process.
